Although there are a number of bilateral and international agreements protecting sea and marine turtles like the Indian Ocean - South-East Asian (IOSEA) Marine Turtle Memorandum of Understanding and CITES, lack of enforcement and public awareness will do nothing to protect the species. Because illegal trade occurs across borders, it is sometimes difficult to monitor and control such crimes because such illegal activities could happen in remote areas. This means finding poachers becomes a problem. The law also does not do much to educate local officials who are sometimes aware of the illegal poaching – teaching them the need to keep the sea turtles alive is often a problem because of lack of education.
